Editorial Policy
This policy explains what Bill of Sale by State publishes, how its state guides and bill of sale generator are prepared and checked, and how to report a mistake. Our methodology walks through the research steps in more detail.
Who publishes this site
Bill of Sale by State is published by Cornelia Cove LLC, 418 Broadway, Ste N, Albany, NY 12207. Editorial questions and correction requests go to partners@corneliacove.com. Pages carry the site's name rather than individual bylines, and the publisher is responsible for them.
What this site is, and what it is not
The site is a free bill of sale generator for private sales of vehicles, trailers and campers, with plain-English summaries of what state agencies say about those sales. It is not a law firm, nothing on it is legal advice, and using it does not create an attorney-client relationship. It is not affiliated with any DMV or other government agency, and its PDF is not an official state form. Paid placements, if any are ever added, will never change what a state page says about the law. A bill of sale does not transfer a title by itself; titles move through the state or county office. The tool is not built for firearms. Our terms of use set this out in full.
How the state guides are prepared
We cover Texas, Florida, Georgia and North Carolina, with an overview page for each state and separate pages for vehicles, trailers and campers. For every page we look for what the state agency says on four questions: is there an official bill of sale form, must the bill of sale or title be notarized, is an odometer statement required, and where does the title transfer happen.
- Only official sources count: state motor vehicle agency pages and forms, county tax office pages where counties handle titling, and statutes or rules an agency page refers to. Other bill of sale websites and forum posts are never treated as evidence.
- Each point is a narrow summary of its source and links to it. The full list, with the pages that rely on each document, is on our official sources page.
- When an official source is silent or unclear, the point is left out rather than guessed. When two official sources disagree, we follow the most specific and most recently updated one and ask readers to confirm with the office.
How the template is prepared
The generator asks for the details agencies most often look for: both parties' names and addresses, the VIN or serial number, the odometer reading for motorized vehicles, the sale date and price, "as is" or warranty terms, disclosed liens and signature lines. Trailer pages also ask for weights, because some states use weight to decide whether a trailer must be titled. The PDF is built in your browser and what you type is not sent to us. It is a general record of the sale and does not replace a state's own form where one is required.
Reviews and dates
Each state page shows the date its rules were last checked. Pages are re-checked at least every six months, and sooner when an agency announces a change or a reader reports one. When a rule changes, the summary, source link and date are updated together, and we do not move the date on a page that was not re-checked.
Corrections
If a rule looks wrong or out of date, an agency link is broken or a PDF prints incorrectly, email partners@corneliacove.com or write to Cornelia Cove LLC at the address above. Please include the page and the official source you are looking at. We check every report against the official source, correct confirmed errors on the affected pages and update their checked date.
