About Bill of Sale by State

Bill of Sale by State is a free bill of sale generator for private sales of vehicles, trailers and campers, paired with plain-English summaries of what four state agencies say about those sales. It is published by Cornelia Cove LLC, a small independent software company in Albany, New York. There is no account, no trial and no paywall: you fill in the form, the PDF is built in your browser, and you print and sign it.

Why we built it

Most people write a bill of sale only a few times in their life, usually on a weekend, with a buyer standing in the driveway. The search results for "bill of sale" are crowded with sites that let you type everything in and then ask for a subscription before you can download the document. Others give a single generic template with no hint that the buyer's state may have its own form, a notarization rule or a separate title step. We wanted a tool that does the simple job for free and then points you to the official government page for the part that actually transfers ownership.

What the site covers

The generator handles three kinds of property that are commonly sold between private parties: vehicles (cars, trucks, SUVs and motorcycles), trailers (utility, cargo, flatbed, boat and livestock trailers) and campers and RVs (travel trailers, fifth wheels, pop-ups, truck campers and motorhomes). On the home page it can also produce a general bill of sale for other personal property. It is not built for firearms, and it should not be used for them.

For four states, Texas, Florida, Georgia and North Carolina, we publish a state overview and a separate page for each asset type. Those pages summarize what the Texas Department of Motor Vehicles (TxDMV), the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), the Georgia Department of Revenue Motor Vehicle Division and the North Carolina Division of Motor Vehicles (NCDMV) say about official forms, notarization, odometer statements and where the title transfer is handled. Every one of those points links to the government page or form it came from. The full list is on our official sources page.

What a bill of sale is, and is not

A bill of sale is a written record that a seller sold a specific item to a buyer on a certain date for a certain price. It is useful evidence for both sides, and some agencies ask to see one. It does not, on its own, transfer a title. Titles and registrations move through the state or county office, and some states prefer or require their own official forms. Our state pages say which offices handle that step and link to their instructions, so you can finish the transfer properly after the sale.

Your data stays with you

The generator runs entirely in your browser using pdf-lib, an open-source PDF library that we host on this site. Names, addresses, VINs, prices and anything else you type are not sent to us and are not stored on any server. When you close the tab, the information is gone. Our privacy policy explains the small amount of standard request data that our hosting provider processes to deliver the site.

How we keep it accurate

State rules are only added when we can confirm them on an official government page or form, and each page shows the date we last checked. If something cannot be confirmed from an official source, it is left out rather than guessed. Our methodology page describes the checking process step by step, including how we handle conflicting sources and how often pages are reviewed.

What we are not

We are not a law firm, and nothing on this site is legal advice. We are not affiliated with any government agency, and our documents are not official state forms. If your sale is unusual, for example a vehicle with a lien, an estate sale, an out-of-state buyer or a salvage title, check with the agency or a qualified professional before you sign.

How the site is paid for

The site is free to use. We may add clearly labeled affiliate links or advertising in the future, such as vehicle history reports or trailer insurance. If we do, our privacy policy will be updated first, and paid placements will never change what a state page says about the law.
